Attached is a
courtesy copy of the Illinois Public Telecommunications Association's
Petition for A Declaratory Ruling Regarding the Remedies Available for
Violations of the Commission's Payphone Orders filed
today with the FCC in Docket 96-128.
The
order was filed July 30, 2004, asking that the FCC clarify that RBOC's owe
refunds to PSP's if current tariffed access rates are found not to be
consistent with New Services Test requirements.
