RECENT LEGAL/LEGISLATIVE VICTORIES:
In response to MPTA's regulatory efforts, GTE and
Ameritech drastically
reduced their intrastate PICC fee
on all payphone lines.
The Michigan Legislature exempted independent
payphone
providers
from paying a monthly emergency service (911)
assessment to local
units of government.
Independent payphone providers are eligible to receive
per call
compensation from LECs and IXCs for all access code and
subscriber 800/888 calls that originate from their payphones.
MPTA recently distributed settlement compensation to its
members
from AT&T, WorldCom, and GTE. These settlements
were in response
to provisions in state law that compensated
payphone providers for
intrastate dial-around calls.
The price for local, sent-paid calls are now determined
by the marketplace.
Michigan is one of the few states that prohibits
municipal payphone
ordinances on private property.
Independent payphone providers are exempt from Michigan
use tax,
and federal excise tax.
MPTA members are presently participating in an effort to
seek cost-based
services by LECs pursuant to state and federal
statute. This decision is pending
before the Michigan Public Service Commission.

A discounted calling plan for use at payphones or resale
with ILD
Telecommunications. Calling cards, 800 service, and international
calling is also available. Six-second timing,
eighteen-second minimum
billing. Intrastate is 6.4 cents per minute, interstate at 6.35 cents.
Resale
plan offers commissions to members.
Discounts on Cincinnati Bell Long Distance for 1 +
interLATA
and intraLATA toll calls. Six second timing, with an eighteen
second minimum. IntraLATA calls are as
low as 6.5 cents per minute;
intrastate, interLATA calls are as low as approximately
8 cents
per minute; and interstate calls are as low as 10 cents per minute.
